Martin County’s Waterfront Is Not Forgiving of Mistakes

Martin County is one of the last truly unspoiled coastal counties in South Florida. The St. Lucie River, the Indian River Lagoon, the Intracoastal Waterway, the Atlantic coastline — this is extraordinary geography. And building on it is nothing like building an inland subdivision home.

We have been part of the waterfront construction landscape in Hobe Sound and Stuart long enough to know where the surprises hide. Permit timelines that stretch when FDEP review is required. Seawall conditions that look stable until excavation starts. Soil profiles that demand engineered foundation solutions. A waterfront home builder in Martin County who has not dealt with all of these situations is going to cost their client time and money learning on the job.

Regulatory Reality: Why Waterfront Builds Take Longer

The first thing we tell clients planning a waterfront home in Martin County is this: the permitting process is more involved than you expect, even if you have built before.

Coastal construction in Florida is subject to multiple regulatory layers. The Florida Department of Environmental Protection governs work within the Coastal Construction Control Line. The Army Corps of Engineers has jurisdiction over certain waterway and wetland impacts. The South Florida Water Management District reviews stormwater management and floodplain issues. Martin County’s own building department adds its own layer on top.

None of this is insurmountable. But it has to be planned for from the beginning of the project, not discovered after you have already submitted for a permit. When we start a waterfront project in Hobe Sound or Stuart, regulatory sequencing is built into the schedule on day one.

For properties near the lagoon or tidal waters, environmental review timelines can add months to the permitting phase. Clients who have been told their project will take 18 months are sometimes surprised to learn that 6 of those months are permitting. We would rather have that conversation upfront.

Coastal Construction Standards: Why They Exist and Why They Matter

Building within a few thousand feet of the Atlantic coastline or a tidal waterway means building to Florida’s High-Velocity Hurricane Zone standards or, at minimum, to elevated wind load and impact resistance requirements. These are not optional upgrades.

The Florida Building Code is one of the most demanding in the country, and for good reason. Martin County has seen significant storm impacts in past decades. Homes built to code by knowledgeable contractors have a track record of surviving what South Florida throws at them. Homes built by contractors who cut corners on impact glazing specifications, roof-to-wall connections, or flood elevation requirements do not.
